Dr. Emre Turkut, uluslararası hukuk akademisyeni ve hukuk danışmanıdır. Türk, Alman, Avrupa ve uluslararası hukukun kesiştiği noktada sınır ötesi stratejik danışmanlık sunmak üzere Turkut Legal'i kurmuştur — bireylere, şirketlere ve kurumlara başvurular, uyuşmazlıklar, işlemler ve uzman görüşleri konusunda danışmanlık vermektedir.

Dr. Turkut, hukuk doktorasını (Ph.D.) Belçika'da Ghent Üniversitesi'nden, kamu uluslararası hukuku alanındaki yüksek lisansını (LL.M.) İngiltere'de Kent Üniversitesi'nden ve lisans derecesini (LL.B.) Ankara Üniversitesi'nden almıştır.

Turkut Legal'i kurmadan önce Ghent Üniversitesi, Hertie School (Temel Haklar Merkezi), Max Planck Karşılaştırmalı Kamu Hukuku ve Uluslararası Hukuk Enstitüsü, Avrupa İnsan Hakları Mahkemesi, Prag'daki Anglo-American University ve Uppsala Üniversitesi'nde akademik ve araştırma görevlerinde bulunmuştur.

Akademik kariyeri boyunca kamu uluslararası hukuku, uluslararası insan hakları hukuku ve karşılaştırmalı anayasa hukuku alanlarında uzmanlaşmıştır.

Hukuk danışmanı olarak, göç ve iş göçü, insan hakları davaları, kamu uluslararası hukuku, Türk özel ve kamu hukuku ile sınır ötesi düzenleyici meseleler konularında düzenli olarak uzman görüşü hazırlamakta ve özel müvekkillere danışmanlık vermektedir. Bu kapsamda, Amerika Birleşik Devletleri, Birleşik Krallık ve Belçika ile Almanya dahil çeşitli AB ülkelerindeki süreçler için Türk ve uluslararası hukuka ilişkin uzman görüşleri ve beyanlar (affidavit) hazırlamıştır.

Avrupa İnsan Hakları Mahkemesi, BM İnsan Hakları Komitesi, BM İşkenceye Karşı Komite ve BM Keyfi Tutuklamalar Çalışma Grubu önünde bireysel başvuru ve şikâyetler ile INTERPOL Dosyaları Denetim Komisyonu'na (CCF) başvurular konusunda kayda değer deneyime sahiptir.

Kendisi sertifikalı bir Veri Koruma Görevlisi, Veri Koruma Denetçisi ve Uyum Görevlisi'dir (TÜV Rheinland / PersCert TÜV), Certified Information Privacy Professional/Europe (CIPP/E, IAPP) unvanına sahiptir ve siber güvenlik alanında ek bir sertifikaya (ISC2 CC) sahiptir.
